12 January 2011, 11:30 a.m. - Scottsdale, AZ - AFIO Arizona Chapter hosts Alfonso Sapia-Bosch on "The Use, Overuse, and Mis-use of Classified Information."

AFIO BulletDr. Sapia-Bosch devoted the bulk of his active career to dealing with Latin American political, economic, military and cultural issues. He was president of the Latin American Advisory Group, Ltd., a management advisory firm that did business in Latin America. He has been an adjunct professor of international studies at "Thunderbird," At present he is Senior Director for National Defense Technology and adjunct professor at the Biodesign Institute, Arizona State University.
He has long experience as a national security policymaker, analyst, collector, operational manager, inspector, counterintelligence officer, and coordinator; he served in the Army reserve as a strategic intelligence officer. Dr. Sapia-Bosch entered on duty in 1961 with the Central Intelligence Agency as a Latin American analyst. He was later appointed division chief supervising analysts working on Latin America and the Caribbean. As a senior member of the embassy country team, he supervised all intelligence gathering efforts, dealt with senior host country officials, including the president, and coordinated efforts with various U.S. military departments.
He will speak on "The Use, Overuse and Mis-use of Classified Information."
We all have experience in this arena and I would like to get a discussion going with the group after giving out some facts, some perceptions on how it was in the "old" days and what appears to have changed over the years. The WikiLeaks affair, is this a disaster or an opportunity? Some historical perspective: how many are cleared? Classified work; is all of it necessary or worthwhile. Does everyone need to know about almost everything? How about the "need to know." Is this still the rule or has it been abrogated in some way? What changes might be made to protect "real" secrets? 15 January 2011, 2 p.m. - Kennebunk, ME - "TURKEY'S ROAD TO THE FUTURE" - at this AFIO Maine event.

AFIO BulletKutlay (Peter) Kaya, international trade specialist and consultant will be guest speaker at the January 15 meeting of the Maine Chapter of the Association for Intelligence Officers. Kaya will speak about Turkey's position in light of its political, military, and religious environment and how the outcome of the coming elections will affect Turkey's relationships in the Middle East and with the United States. Kaya is an international trade consultant and broker for over 30 companies on five continents. His previous experience includes positions with the Turkish government and two years in the Turkish Army. He has been in the United States since 1999. He is a graduate of 19 Mayis University in Samsun, Turkey. In 2003 he earned an M. A. degree from Liberty University in Lynchburg, Virginia. AFIO BulletDamian will speak on Credit Card Fraud (CCF). Credit cards are extremely vulnerable to fraud and are used extensively by terrorists. The Internet functions as a mechanism to steal credit card information through hacking, phishing, and other means. An elaborate multi-million dollar CCF scheme by Pakistanis in 2003, was terminated in the Washington, D.C. area. Hamas, Hezbollah and al-Qaeda are extensively involved in CCF. The Forum meets at the Pulcinella Restaurant, 6852 Old Dominion Drive, McLean, VA The speaker will be Colonel Sergio de la Peña (USA, Retired), who will speak on Mexican Drug Wars: A Practitioner's Perspective.
A former Foreign Area Officer, Colonel de la Peña has eighteen years' experience in Western Hemisphere affairs with emphasis on stopping growth and transport of drugs. He now is Director of Business Development for the Americas for Military Professional Resources, Incorporated. He most recently worked with the Mexican government on countering the drug trade's effect on Mexican security. As Northern Command International Affairs Division chief, he worked closely with Mexican counterparts to craft the theater's security engagement strategy. He served in the International Army Programs Directorate in Army Training and Doctrine Command, as Army Attaché in Venezuela, as Army Section Chief in the US Military Group-Chile, and as commander of the US Military Observer Group-Washington. Colonel de la Peña was born in Chihuahua, Mexico. He was commissioned in Air Defense Artillery and is both Airborne and Ranger qualified. He holds a BS from the University of Iowa and a Masters Degree in Military Arts and Science.

Geospatial intelligence (GEOINT) is a rapidly evolving building block of our national security. But what exactly is this high tech discipline that strives to reveal the ground truth? How is it being used to rapidly provide insights into the scope and range of human activity, explore natural features across physical terrain, accurately locate significant events and activities, and precisely measure details above, on, and underneath the Earth's surface. Keith J. Masback, president of the United States Geospatial Intelligence Foundation (USGIF) and former member of the Defense Intelligence Senior Executive Service at the National Geospatial-Intelligence Agency, leads this overview of GEOINT for the lay person. With the assistance of other experts in the field, he will reveal exciting current applications and explain how data collected by high resolution electronic sensors on satellites, remotely piloted aircraft, and ground vehicles is interpreted by analysts using sophisticated automated systems. OPSEC? OPSEC? We don't need no stinking OPSEC! There are many reasons you may be thinking this. Perhaps it's because you are retired or haven't dealt with intelligence information or classified in many years. Maybe it's because OPSEC only protects unclassified bits of information and all you've ever dealt with is SCI or codeword. Maybe it's because no one has ever really explained what OPSEC is really designed to do. I suggest that it may even be because you simply don't care about OPSEC or know what it can do to help you. Either way, we're gonna talk about OPSEC and what it can do for you regardless of which stage your career is in. You and I both know that each of you reading this and each of you present at this presentation is a target. The question now is; what can we do about it?
Mr. Marino is currently the Department of Energy's National Nuclear Security Administration, Nevada Site Office Operations Security (OPSEC) Manager, where he dedicated 33 years to OPSEC, Intelligence Analysis, Communications Security and training.
Mr. Marino currently serves as President of the Operations Security Professionals Association (OSPA) Training Academy and is a current member of the OSPA Board of Directors and a past member of the OPSEC Professionals Society (OPS) Board of Directors. He is also the Chair of the Department of Energy Security Awareness Special Interest Group Steering Committee, President of his local Toastmasters Club and an OPSEC Certified Professional (OCP).

AFIO BulletKevin C. Ambler (R) has served in the Florida State House of Representatives, District 47. District 47 is located in Northwest Hillsborough County. Representative Ambler attended Cornell University on a four-year Air Force ROTC scholarship where he received his Bachelor of Science degree in economics in 1983. Upon graduation, he was commissioned as a second lieutenant in the United States Air Force. In 1986, he received his J.D. from Southwestern University School of Law in Los Angeles, California. Soon after, he was appointed as an Air Force judge advocate and assigned to the Office of the Staff Judge Advocate, MacDill Air Force Base, Florida, where he served for nearly 5 years in several positions including Chief of Claims, Chief of Legal Assistance, Chief of Military Justice and Chief of the Civil Law division. During this same time, he also was appointed by the U.S. Attorney General as a Special Assistant United States Attorney and was responsible for prosecuting criminal cases in federal court against civilians arising on MacDill AFB. Later, his responsibilities expanded to defending the United States in federal court in medical malpractice and personal injury cases arising under the Federal Tort Claims Act. Representative Ambler entered private practice and transferred to the Air Force Reserves in 1991. During his first year as a reservist, he was awarded the Harmon Award by the Air Force Judge Advocate General as the Most Outstanding Reserve Judge Advocate in the U.S. Air Force. Representative Ambler's other military decorations include the Air Force Achievement Medal, two Air Force Meritorious Service Medals, and two National Defense Services Medals.

Richard C. Kirkland flew 103 combat missions in P-38 and P-47 fighters with the famed "Flying Knight" squadron in the southwest Pacific during World War II. He flew one mission with Charles Lindbergh who was teaching fuel economy during the war. After World War II, Richard participated in the atomic bomb test "Operation Greenhouse." During the Korean War he flew 69 helicopter missions rescuing downed airmen from behind enemy lines and evacuating wounded to the 8055 MASH. After his military career he was a demonstration pilot for Hughes Aircraft where he later served in a management capacity. He documented his amazing experiences in sketches and paintings. Counterfeiting as an act of war is every bit as serious as dropping bombs. By the end of World War II the U.S. Office of Strategic Services (OSS) had reproduced the Japanese Imperial Note and the German Reichsmark; meanwhile, the Germans had made significant progress against the British 5, 10, 20 and 50 pound notes. Thousands of forgeries have been and are being undertaken by intelligence services not only to gain financial leverage, but also to win over the hearts and minds of the enemy. Who are the artists and craftspeople who make these delicate but powerful weapons? How do they do it? Antonio J. Mendez, retired CIA officer and founding Museum board member, was recruited as an espionage artist into the CIA and learned the art and science of counterfeiting and forgery from some of the OSS's best talent. In this workshop Mendez will discuss some of the most famous forgeries and counterfeits, while doing hands-on instruction that will highlight some of the tricks of the forger. Oftentimes it only takes brief service in one important position in the federal government to establish an individual as a foreign policy authority. In other instances, however, that distinction is earned by a lifetime of distinguished service at the highest levels of government. John Negroponte is an example of the latter phenomenon.
Negroponte has been ambassador to Honduras, Mexico, the Philippines, the United Nations, and Iraq. In Washington, he served twice on the National Security Council staff, first as director for Vietnam in the Nixon Administration and then as deputy national security advisor under President Reagan. He also held a cabinet level position as the first director of national intelligence under President George W. Bush. His most recent position in government was as Deputy Secretary of State, where he served as the State Department's chief operating officer.
Now returned to the private sector, Ambassador Negroponte remains one of the foremost authorities on a wide array of foreign policy topics. During his upcoming visit to the Council in March, he will focus on America's foreign policy priorities in Asia. Mr. Jens has just returned from a tour as Chief of the Human Intelligence Operations Cell for US and allied forces in Afghanistan. He teaches intelligence collection, ethics, and law at the National Defense Intelligence College. He joined the College faculty following four years in the Global Division of the Defense HUMINT Service. Starting as a Russian linguist and SIGINT specialist, he has over twenty years' experience in Signals and Human Intelligence. Michael Goldstein, an attorney, will address the issue of the Muslim Brotherhood and its activities in the U.S. Michael is a retired naval cryptologic officer who served 26 years in the active Naval Reserve which took him to many stations in the U.S. and overseas. AFIO BulletBilly Waugh is a highly decorated American Special Forces soldier and a CIA Paramilitary Operations Officer who served in the United States military and CIA special operations for more than fifty years, a member of the elite Green Berets and the CIA's famed Special Activities Division. Waugh enlisted in the U.S. Army in 1948, completing basic training at Fort Ord, California. He was accepted into the United States Army Airborne School and became airborne qualified. In 1951, Waugh was assigned to the 187th Airborne Regimental Combat Team (RCT) in Korea. Shortly after the end of the Korean War, Waugh began training for the Special Forces. He earned the Green Beret in 1954, joining the 10th Special Forces Group (SFG) in Bad Tolz, Germany. Waugh arrived in South Vietnam with his Special Forces "A-team" in 1961, and began working alongside Civilian Irregular Defense Groups (CIDGs) there, as well as in Laos. In 1965, while participating in a commando raid with his CIDG unit on a North Vietnamese Army encampment near Bong Son, Binh Dinh province, Waugh's unit found itself engaged with much larger enemy force than anticipated of almost 4,000 soldiers, including Chinese regulars. While he and his men attempted to retreat from Next Meeting's the MacDill AFB Officer's Club.

AFIO BulletGeorge Nammour promises a dynamic trip through Lebanon for a better understanding of the country, its geopolitical position and its significance to U.S. interests and national security. This journey covers the major elements which have shaped the country's character such as Christianity, Islam, Arabs, Palestinians, Israelis, Shia, and Hezbollah. The speaker will also point out some of the lessons which the U.S. has failed to learn from events in Lebanon from the 1960s to the present and the resulting pitfalls which await us.
Now a U.S. citizen, Nammour was born in Lebanon in 1958 into a Christian family, the son of a policeman. Growing up in an unsettled time, George was required to undergo military training. He was in Lebanon when the U. S. Marine barracks was bombed killing 241 serviceman. He witnessed on campus kidnappings by Muslim groups while a student at the American University in Beirut. Although many members of his family have immigrated to other countries for safety, George has returned to Lebanon a number of times and remains in regular contact with friends there.

The remarkable effort had a huge potential payoff—the opportunity to obtain Soviet nuclear-armed torpedoes and missiles as well as crypto equipment—but the operation had to be conducted under cover of a seafloor mining operation sponsored by eccentric billionaire Howard Hughes. Using the Hughes Glomar Explorer the operation was undertaken even after the Soviets were warned of a possible salvage operation resulting in close surveillance by Soviet naval ships. 29-30 April 2011 - Nottingham, UK - Landscapes of Secrecy: The CIA in History, Fiction and Memory at the East Midlands Conference Centre, University of Nottingham, UK

This will be a major conference to allow scholars to explore and debate the history of the Central Intelligence Agency and its place within the wider realms of post-war American politics and culture. There will be a focus on the place of the CIA in the post-war of American diplomacy and foreign policy, and also the more general public reception of the subject through the medium of memoirs, film and fiction.
The conference coincides with the 50th anniversary of the Bay of Pigs episode, when the CIA's failed attempt to overthrow the Castro regime in Cuba placed the Agency under the public spotlight and triggered debates over its role in US foreign policy that have never really subsided.
The conference seeks to integrate international and cultural approaches to provide a comprehensive approach to CIA history. In addition to examining the treatment of the CIA within American diplomatic history and national security policy, it also views history as a form of cultural production. Accordingly, this is an inter-disciplinary conference brings together a wide array of distinguished experts from the fields of history, international relations, American studies, film studies and literature. In 2001, just after the 9/11 attacks, Lt. Col. Tony Shaffer, a DIA senior intelligence officer, returned to active duty for a 30 month period, during which he commanded a DIA operating base and had two successful, undercover, combat tours to Afghanistan. During these tours he participated in the search for senior al-Qaeda leadership in Afghanistan—recruiting informants and gathering intel to lead to the capture or termination of his targets. Shaffer later wrote about his experiences in the highly controversial Operation Dark Heart. David Rogus, a “retired” Senior Foreign Service Officer, has served worldwide as a naval officer and diplomat with concentrations in the Americas and Northern Europe, and specializations in counter narcotics and law enforcement.  He served as State’s Director of Brazilian and Southern Cone Affairs.  Other assignments have covered Mexico, Cuba, the Caribbean, Iceland where he was Deputy Chief of Mission, the Balkans, and NATO.   Before leaving the Navy as a Lieutenant Commander to join the diplomatic corps, he served as a line and intelligence officer in the Atlantic, Pacific and Mediterranean fleets, and ashore in Viet Nam during the war. After a stint as Lockheed Martin’s Director of Business Development for the Americas, he now heads a business development group in Washington, São Paulo, and Rio de Janeiro.  He holds degrees from Marquette University and the National War College.  Much of his work focuses on Brazil where he lived for eight years as a diplomat and naval officer, including four years with the Brazilian Navy. Dave is known to be a patron of the Garota de Ipanema bar, where the Girl from Ipanema was written, and a guy who enjoys the beaches of Rio. The annual event is a series of historical lectures named in honor of the former NSA Historian. We present preeminent scholars from the social sciences who address cryptologic issues with a historical perspective. This year, Dr. Rose Mary Sheldon will speak on "The Private Side of William F. Friedman: A Scholar's View". Dr. Sheldon is Char and Professor at the Department of History at the Virginia Military Institute. She is a specialist on the ancient world and has written widely on intelligence and espionage throughout history. She also is the author of the guide to the Friedman Collection at the George C. Marshall Research Library. Dr. Sheldon will present her lecture at the National Cryptologic Museum from 1400-1600 on 25 May as well as 1100-1300 on 26 May. CIA_IconThe CIA, in partnership with the National Museum of the USAF, presents an evening which pays tribute to the sacrifice and dedication of Civil Air Transport (CAT) and Air America (AAm). These special CIA proprietaries were essential for covert operations, providing search and rescue, and photo reconnaissance in east and southeast Asia from the end of WWII through the Vietnam War. The highlight of the event will be the public release of 900 recently declassified documents from CAT and AA corporate files and CIA holdings spanning 1946 to 1978.
LOCATION: At the National Museum of USAF at Wright-Patterson AFB, Dayton, OH. Craig Duehring, retired Asst Secretary of the Air Force serves as keynote speaker. Mr. Duehring served as a USAF forward air controller in South Vietnam and Laos and will share his personal story of being rescued by Air America. The focus of the event will be two specific stories that exemplify the themes of sacrifice and dedication.

Mr. Peterson will present a brief biography of the Middle Eastern experience, an overview of events in North Africa and the Middle East and explain the Arab Spring. He will enlighten us with the history and current outlook as well as the key players of the Islamic republics. Mr. Peterson will conclude with the outlook on regional US foreign policy, the potential for replacement dictatorships and the potential for real democratic reform. Mr. Peterson is a former US Army Counterintelligence Officer. In the late 1980's he worked as an intelligence operations support contractor to the Nevada Site Office, U.S. Department of Energy. As he says, in 1992, when the world became a happy place and no one ever tested nuclear weapons again, he left intelligence to become a stock broker with Merrill Lynch. After more than a decade in financial services, he joined the Clark County Department of Aviation as a planning analyst, where he currently works. A graduate of the University of Washington, Mr. Peterson holds a degree in United States Business and Political Relations in the Middle East. He is fluent in Spanish and Persian Farsi and also speaks English fairly well. Mr. Peterson is a member of the Roger E. McCarthy Chapter Las Vegas, Association of Former Intelligence Officers.

AFIO BulletMichael Ledeen, internationally renowned scholar, author, and foreign policy advisor will be guest speaker discussing "Iran and the War Against the West." Ledeen holds a Ph.D. from the University of Wisconsin-Madison, where he specialized in Modern Europe. In 1974 he moved to Italy where he studied the history of Fascism. In the 1980s he worked for the Italian military intelligence as a "risk assessment" consultant. In the early 1980s he testified before the Senate Committee on Security and Terrorism with William Colby former CIA Director at which both expressed their belief that the Soviet Union was providing support to terorist groups. He was Special Advisor to Secretary of State Alexander Haig and was a consultant of National Security Advisor Robert C. McFarlane at the time of the Iran Contra scandal. More recently Ledeen has been accused of being involved in the alleged yellowcake forgery. Ledeen held the Freedom Scholar chair at the American Enterprise Institute and currently holds a similar chair at the Foundation for Defense of Democracies. Known for his controversial theories, Ledeen has appeared on TV news progams and is the author of numerous articles and books including his most recent, The Iranian Time Bomb. For decades, America obsessed over Soviet spies, while China quietly penetrated the highest levels of government. 11 - 13 July 2011 - Dungarvan, IRELAND. 2nd Annual Global Intelligence Forum by Mercyhurst College's Institute for Intelligence Studies

Last July in Dungarvan, Ireland the Mercyhurst College Institute for Intelligence Studies (MCIIS) hosted this event which explored the nature of analysis and its application in various disciplines, including law enforcement, national security and competitive intelligence, building bridges between analytic practitioners and scholars within those disciplines, and exploring best practices in terms of teaching analytic methodologies. Takeaways for attendees were a deeper and broader appreciation of the value of different analytic methods, which can be borrowed as ―best practices from other disciplines, as well as instruction on the application. Attended by 180 people from 17 countries the forum was very well received.

AFIO BulletThis meeting’s special guest and speaker will be Colonel Will G. Merrill, Jr., U.S. Army (Retired). A native of Ashland, Wisconsin, he graduated from the United States Military Academy at West Point in the Class of 1958. After graduation, he was assigned as a platoon leader with the 82nd Airborne Division at Fort Bragg, NC from 1959 to 1961. Following that assignment, he commanded a Hawk surface-to-air missile battery at Fort Bliss, TX and Bad Aibling, Germany from 1961- 64. In 1966-67, he was an advisor to a Vietnamese Army 155 mm Artillery Battalion in Pleiku, Vietnam. During 1969-70, he served as Operations Officer for the 2nd Infantry Division on the Demilitarized Zone in the Republic of Korea during a period of intense crisis. From 1974-75 he was Battalion Commander of the 1/7th Air Defense Artillery at Fort Bliss, TX. From 1983-1989 he was the NATO Liaison Officer to Greece, stationed at the Greek Pentagon in Athens, during which time he narrowly escaped two assassination plots. He retired from the U.S. Army with the rank of Colonel in 1989. He is a graduate of the Artillery Officer Basic and Advanced Courses, the Army Ranger Course, the Army Airborne Course, the Armed Forces Staff College and the DOD Language School courses in Spanish and Greek. He has also earned a Master’s Degree in Business from Webster College. Following his retirement from military service he became Vice President of a nationwide Home Inspection Service and later Vice President of a Wireless Communications Company. His personal decorations include the Department of Defense Superior Service Award, Legion of Merit, Bronze Star Medal, Four Meritorious Service Medals, Army Commendation Medal and Vietnamese Honor Medal. His sons Bill and Michael are also West Point graduates. Bill, also an Army Colonel, has completed two tours of duty in Iraq and extensive duty in other Mid-East countries. His granddaughter, Jeanell, is an Army 1st Lieutenant who has also served in Iraq. Will is married to the former Barbara Michel, of Brooklyn, New York. His daughters Mary Merrill Quinn and Susan Tsantes, live in Minneapolis and Framingham, MA. His son, Michael, lives in Jacksonville and is the founder of Smartphones Technologies. Conducting covert operations and gathering intelligence is part of our job in defending our country. A combination of HUMINT and Technical Operations yields high results in identifying an adversary or high priority target. Recently in the news was a compound in Abbotabad, Pakistan, that was identified as housing Osama Bin Laden. A lot of news coverage has focused on how the compound had been under surveillance for several months, including news coverage from Al Jezeera. http://english.aljazeera.net/news/asia/2011/05/20115664943840210.html Whether one believes the complete story, or not, the fact that remains is an observation post was used.

How does one set up a Listening Post or Safe House in areas where you would be a target as well? What are the precautions, alliances and risks your agents face by cooperating with the USG? How do you conceal your presence and establish a "cover for action"? This brief introduction to the real world of operations will shed some light into the world of intelligence gathering at the Technical Operations level.
Ken Walther worked as an undercover Technical Operations Officer for the Central Intelligence Agency for 27 years. He primarily worked in the Directorate of Science and Technology (DS&T) but also served in the Directorate of Operations (DO).

During his career with the CIA, Mr. Walther spent seventeen years serving on overseas assignments and his work led him to visit 102 countries. The total of twenty years experience overseas, between the CIA and military, allowed Mr. Walther to experience a variety of cultures, languages and operational activities. Living for extended periods in Asia, Africa, Central and South America and Europe were building blocks in a succession of intelligence operations against a variety of targets, to include: Counter-Terrorism, Counter-Espionage, Counter-Narcotics, Counter-Intelligence, & Arms Interdiction.

Prior to retirement, Mr. Walther was certified as a Senior Instructor at the CIA’s clandestine training facility, "the Farm". At retirement, the Agency allowed Mr. Walther to retire “open” and his cover was rolled back to day one. He was allowed to accept several awards that had been previously locked away because of his cover status.

Mr. Walther is a member of the Roger E. McCarthy Chapter Las Vegas, Association of Former Intelligence Officers.

12 September 2011 - Washington, DC - DACOR-DIAA Forum hosts two speakers on Islamic Doctrine of Shariah.

Lieutenant General Harry Edward Soyster, USA (Ret.), and John Guandolo will speak on the Islamic Doctrine of Shariah. The speakers were on the team that wrote Shariah: The Threat to America. General Soyster was director of the Defense Intelligence Agency. He has served as Commanding General of the US Army Intelligence and Security Command, US Army Deputy Assistant Chief of Staff for Intelligence, and 24th Infantry Division chief of staff. He served in Korea and in combat in Vietnam. Following retirement, he became vice president for international operations for Military Professional Resources, Inc. John Guandolo advises internationally on the Global Islamic Movement. In the FBI, he served in the Counterterrorism Division, investigated narcotics trafficking, was the bureau’s liaison to the Capitol Police, and created and implemented the bureau’s Counterterrorism Training and Education Course. A Naval Academy graduate, he was commissioned into the Marine Corps and served in combat in the first Gulf War. This Forum is open to members of all Intelligence Community associations and their guests.

AFIO BulletCapt. Raymond Brown will be the guest speaker at this Maine Chapter meeting. He is an expert on intelligence analysis, transportation security and anti-terrorism management, Capt. Brown has trained numerous groups and organizations including the International Association of Chiefs of Police, Logan Airport, City of Boston, and the American Trucking Association.  His graduation from the U. S. Coast Guard Academy has been followed by a distinguished career in the areas of intelligence and national security. During his career he has served at the White House as Aide on Matters of Protocol and Security, was a member of the CIA Working Group on Counter-Terrorism for three years, and has been an advisor to Seal Team Six on sensitive intelligence matters. The Coast Guard Cutter ESCANABA, which he commanded, was rated the best ship in the Atlantic, and participated in numerous rescues at sea. This riveting film is loosely based on the real life story of Vladimir Vetrov, a high ranking KGB intelligence officer who revealed the USSR's efforts to steal technical, industrial, and scientific secrets from the West. From 1980 to 1982, Vetrov, using the codename "Farewell," secretly passed over 4,000 classified documents to the French. The materials exposed Soviet penetrations and the official list of Line X officers operating secretly in embassies around the world plumbing Western science and technology to keep the Soviets competitive. The 2009 French film L'affaire Farewell portrays the results of Vetrov's espionage—how it enabled Western intelligence to root out nearly 200 spies destroying Soviet ability to steal technology. The roll-up crippled Soviet technology efforts which had run on stolen Western research and forced the USSR into a weakened position at an extremely critical time during the Cold War. BACKGROUND.  In the mid-1950s the United States faced the first real challenge since World War II to its strategic superiority. First, it seemed that the Soviet Union was challenging us by producing and deploying a large strategic bomber force. Then, even as that perception was disproved, it became evident that the Soviets were placing their major effort toward developing strategic missiles against which there was no defense. While the Eisenhower and Kennedy Administrations strove to formulate policy to address the new circumstances, the Intelligence Community provided no clear picture of the scale, rate of production, or breadth of deployment of Soviet missiles.
The administrations increasingly turned to the CIA with assignments to collect, produce, and disseminate missile intelligence to policymakers. It was a challenging mission that put CIA up against the Soviet Union, a country from which little information, clues, secrets, or whispers emanated, and any that did might only be intended to deceive. The goal was not only to guess what was behind the curtain, but also to find all ways possible to approximate with ever greater certainty.
The release event will feature former CIA analysts, the national-security columnist for Slate magazine, noted academics, the former head of CIA’s Guided Missile Task Force, and the former Assistant Secretary of Defense for Strategy and Threat Reduction.

When the family business is espionage, dynamics and dysfunction take on a whole new meaning. From inside a federal prison, former CIA operative Jim Nicholson directed his son Nathan on a global trek to collect the pension promised to him by his handlers for spying on behalf of Russia. From 2006 to 2008, Nathan smuggled his father’s messages to Russian intelligence officers on three continents in exchange for cold cash. The father-son exploits echoed those of notorious spy John Walker, the retired Navy communications specialist who in 1983 lured his pliable son Michael into his spy ring. The Walkers orchestrated one of the most devastating security breaches in U.S. history. David Major, retired Supervisory Special Agent and Director of Counterintelligence, Intelligence and Security Programs for the FBI who supervised the Walker case after Walker's arrest, along with Bryan Denson, an investigative reporter for The Oregonian, will present the eerie parallels between Walker and Nicholson. Using video interviews with the spies and their sons, they will explain how Walker, who once declared, “Kmart has better security than the Navy,” and Nicholson, the highest-ranking CIA officer ever convicted of espionage, lured their sons into the “family business” of spying. 6 - 7 October 2011 - Laurel, MD - The NSA's Center for Cryptologic History hosts their Biennial Cryptologic History Symposium with theme: Cryptology in War and Peace: Crisis Points in History.

The National Security Agency’s Center for Cryptologic History sponsors the Cryptologic History Symposium every two years. The next one will be held 6-7 October 2011. Historians from the Center, the Intelligence Community, the defense establishment, and the military services, as well as distinguished scholars from American and foreign academic institutions, veterans of the profession, and the interested public all will gather for two days of reflection and debate on topics from the cryptologic past. The theme for the upcoming conference will be: “Cryptology in War and Peace: Crisis Points in History.” This topical approach is especially relevant as the year 2011 is an important anniversary marking the start of many seminal events in our nation’s military history. The events that can be commemorated are many. Participants will delve into the roles of signals intelligence and information assurance, and not just as these capabilities supported military operations. More cogently, observers will examine how these factors affected and shaped military tactics, operations, strategy, planning, and command and control throughout history. The role of cryptology in preventing conflict and supporting peaceful pursuits will also be examined. The panels will include presentations in a range of technological, operational, organizational, counterintelligence, policy, and international themes. Past symposia have featured scholarship that set out new ways to consider out cryptologic heritage, and this one will be no exception. The mix of practitioners, scholars, and the public precipitates a lively debate that promotes an enhanced appreciation for the context of past events. The Symposium will be held at the Johns Hopkins Applied Physics Laboratory’s Kossiakoff Center, in Laurel, Maryland, a location central to the Baltimore and Washington, D.C., areas. An exposé of what this Washington Post reporter claims is a new, secret “Fourth Branch” of American government.
When Dana Priest began researching a Washington Post series on national security following 9/11, she found a top-secret world that, to her, seems to have become so enormous, so unwieldy, and so secretive that no one knows how much money it costs, how many people it employs, or exactly how many agencies duplicate work being done elsewhere. Reporter Priest, author of Top Secret America, will reveal how she investigated this shadow world and the enormous consequences of this invisible universe of over 1,300 government facilities, nearly 2,000 outside contractors, and more than 850,000 people granted “Top Secret” security clearance. The result may be that the system put in place to keep the United States safe is, according to this journalist, putting the U.S. in greater danger. Priest will also screen some segments from the recent FRONTLINE documentary developed in conjunction with her book.

William Colby's intelligence career began when he served in the Office of Strategic Services (OSS) during World War II aiding anti-Nazi insurgents in France and Norway. He fought the postwar Communist ascendance in Italy and helped coordinate the coup against President Ngo Dinh Diem in South Vietnam. The film covers his rise to Director of CIA from 1973 to 1976 and the turbulent period of Richard M. Nixon's resignation and revealing of CIA activities which became known as the "family jewels" Personal and family tragedies are also part of the film

In 1996 William Colby's body washed ashore eight days after he embarked on a solo canoe trip in Maryland, leaving the details of his last moments, to some, as much in the shadows as the life he had led.

Fred King retired from DIA as a Supervisory Intelligence Officer in Information Warfare. He serves as the Chief of the Information Warfare Support Office and lead DIA analyst for the National Intelligence Estimate on Information Warfare. As an analyst, Mr. King worked closely with analysts from other Intelligence organizations to determine how threat systems were attacking US vulnerabilities. These determinations were used to develop programs to eliminate or reduce these vulnerabilities. His group led the investigation of some of the earlier Cyber Attacks on the Pentagon. Because of these and other efforts he received the Director’s Award for Exceptional Civilian Service. For eighteen years Mr. King worked as a Research Engineer for the Army’s Harry Diamond Research Laboratories developing electronic simulators (Radars, Tracking Loops, and Display systems) to evaluate the Electronic Warfare Threats to US systems for the Intelligence Community.
Mr. King holds a B.S in Electronic Engineering from Wayne State University in Detroit, Michigan and M.S. in Electronic Engineering from the Catholic University in Washington, D.C. )

In 1864, Manhattan had a population of 880,000…a population that came perilously close to death on the evening of 25 November. Six Confederate saboteurs planned to destroy the North’s largest city with a string of 21 separate fires set simultaneously with the goal of engulfing the city in flames. This terrorist plot was the brainchild of the Confederate Secret Service. They had hoped to target a number of northern cities including Boston, Chicago, and Cincinnati to show how easily the Confederacy could strike at Federal cities. Clint Johnson, author of A Vast and Fiendish Plot, will explore this little-known plan for sabotage, explain its links to Canada, and reveal why the saboteurs ultimately failed. Johnson will also speculate on how the saboteurs could have accomplished what would have been the worst terrorist attack in American history.

Operation MHCHAOS was the code name for a secret domestic spying program conducted by the Central Intelligence Agency in the late 1960s and early 1970s charged with unmasking any foreign influences on the student antiwar movement. CIA counterintelligence officer Frank Rafalko was a part of the operation. The New York Times revealed MHCHAOS in 1974, then Congress investigated, and MHCHAOS took its place in the pantheon of intelligence abuses. Rafalko, however, says in MH/CHAOS that the operation was justified and that the CIA was the logical agency to conduct it. He’ll defend his perspective with dramatic intelligence collected on the New Left and black radicals.

CIA Berlin ConferenceThe National Declassification Center at the National Archives, in partnership with the Historical Review Program of the CIA, will be a hosting a one-day conference to mark the anniversary of the Berlin Crisis of 1961. October 27th, 2011 is the 50th anniversary of the American/Soviet showdown at Checkpoint Charlie. At the McGowan theater at the Archives building in downtown Washington, D.C. a panel of distinguished historians will present topics such as "How the East German Leadership Persuaded the Reluctant Soviets to Build the Berlin Wall", "Events and Decisions Leading Up to the Building of the Berlin Wall - The East German Perspective" and "The U.S. Military Response to the 1960-62 Berlin Crisis." The last person to cross the Potsdamer Platz in a car as the Wall was being erected, Dr. William R. Smyser, will be sharing his personal recollections of the Crisis.

A publication of newly released declassified documents will accompany the event. Documents include intelligence reports, U.S. Army and NATO contingency plans, memoranda, photographs and maps of the earliest stages of the Berlin Wall, and a contemporary 600-page State Department analysis covering the situation in Berlin from 1958-1962.

Dr. Peter Volkovitsky, a physicist with the National Institute of Standards, worked for 25 years in one of the key Soviet nuclear laboratories. To mark the 50th anniversary of the explosion of the Tsar Bomba—the highest nuclear fusion bomb ever tested—Volkovitsky will give an intimate look inside the Soviet nuclear weapons program. “Covert Operations: contemporary artists investigating the known unknowns”
Dr. Timothy Rodgers, Director of the Scottsdale Museum of Contemporary Art, and Claire C. Carter, Assistant Curator, will present six contemporary artists whose artwork considers illegal extradition flights, governmental archives, border and immigration sites, military and reconnaissance satellites, cryptology and terrorist profiling. At the heart of their art practices, these artists often use traditional research methods including the Freedom of Information Act to collect and reveal unreported information. Dr. Rodgers and Ms. Carter will examine their complex artworks and their (often) ambiguous conclusions.
The artists presented will include Thomas Demand, Trevor Paglen, Jim Sanborn, Taryn Simon, David Taylor and Kerry Tribe.

Tuesday, 15 November 2011, Noon to 1 pm - Washington, DC - "Uncompromised: The Rise, Fall, and Redemption of an Arab American Patriot in the CIA" - Nada Prouty speaks at the Spy Museum

After a childhood in war-torn Lebanon with an abusive father and facing the prospect of an arranged marriage, Nada Prouty jumped at the chance to forge her own path in America, a path that led to undercover work in the FBI, then the CIA. She worked quietly and professionally behind the scenes of some of the most high-profile cases in recent history, including the hunt for Saddam Hussein and the bombing of the USS Cole. Her work earned her great respect from her colleagues but her promising career came to an end in the wake of 9/11. At the height of anti-Arab fervor, federal investigators charged Prouty with passing intelligence to Hezbollah. Lacking sufficient evidence to make their case in court, prosecutors went to the media, suggesting that she had committed treason. Prouty, dubbed “Jihad Jane” by the New York Post and castigated in the blogosphere, was quickly cast as a terrorist mastermind by the relentless 24-hour news cycle. Though the CIA and a federal judge eventually exonerated Prouty of all charges, she was dismissed from the agency and stripped of her citizenship. In Uncompromised, Prouty tells her story in a bid to restore her name and reputation.

Military intelligence officer Timothy Lomperis served in the headquarters of Military Assistance Command, Vietnam (MACV) during some of the most dramatic days of the Vietnam War: the 1972 North Vietnamese Easter Offensive, the Christmas Bombings and the Paris Peace Talks. He and his comrades were deeply involved in trying to devise and implement military strategies while caught between the political imperatives of Washington and the deteriorating military situation on the ground. In his new book, Lomperis assesses the strengths and weaknesses of American intelligence in Vietnam and details the intense debates over the use and targeting of the prime U.S. weapon remaining in the war, the notorious B-52 bomber. He will discuss his participation in a secret mission designed to end the war until it was thwarted by a shocking interruption and his own gradual disillusionment that ultimately resolved itself into peaceful reconciliation.

The Soviet Union’s very own James Bond, Dimitri Bystrolyotov, was one of the greatest Soviet Spies of all time. Dimitri was a sailor, doctor, lawyer and artist recruited by Stalin for his dashing good looks and ease with languages to seduce secrets from willing targets during the 1920s and 30s. However, after falling out of Stalin’s favor, Dimitri was sentenced to the Gulag for 16 years. In this behind-the-scenes event you will see powerful artifacts from Bystrolyotov’s life in the Gulag donated by his family, meet the Museum’s Historian and Collections Manager, and hear from a panel of top experts on the subject of Stalin’s spies: Prof. Emil Draitser, author of Stalin’s Romeo Spy, on Bystrolyotov; journalist and author Stephen Schwartz on NKVD Recruitment of intellectuals; and Prof. Susan Weissman on Marc Zborowski, who spied on Trotskyites in France and the United States. Finally, hear commentary from Peter Katel of Congressional Quarterly who will recount his parents’ encounter with one of these spies. This special afternoon concludes as speakers, staff, and guests continue the discussion over drinks with complementary light appetizers just around the corner at Riot Act Comedy Theater.

AFIO BulletHolm, CIA operations officer with 32 years experience in the field and at CIA headquarters, will be guest speaker at this meeting of the Maine Chapter of AFIO. After mastering a number of mentally and physically challenging training courses including the Army's Jungle Operations Training School at Fort Sheridan, he was sent to Laos where he worked with the Hmong disrupting traffic on the Ho Chi Minh trail. While assigned to the Republic of Congo in 1965, Holm's plane crashed on a reconnaisance mission resulting in burns over 35 percent of his body, leaving him helpless and temporarily blinded with his eyelids seared shut. Holm credits his survival to care he received from a native tribesman who cleaned off burned skin and insects before applying a mysterious poultice which prevented dehydration and infection. Meanwhile a rescue team walked 100 miles through enemy territory to extricate him and bring him back to the U.S. for treatment.
After a lengthy hospitalization and rehabilitation, Holm resumed his CIA career going on to serve in Kuala Lampur and running agents into China from Hong Kong. In 1982 Holm was asked to take charge of the Counter Terrorist Group. As he continued to rise through the ranks his travels took him to seven countries and three continents in wide ranging assignments before ending his distinguished career in Paris.
Holm is the recipient of the Distinguished Intelligence Medal, CIA's highest award, and author of "The Craft We Chose: My Life in the CIA".

AFIO BulletThe Roger E. McCarthy Las Vegas Chapter will present Colonel Sully de Fontaine, US Army (Ret), a highly decorated veteran of World War II, the Korean Conflict and the Vietnam War. He also served in the African conflicts of the early 1960's. Colonel de Fontaine will recount how he was trained by the British Special Operations Executive and the Special Air Service in 1943 and 1944 (commando and aireborne schools); and the clandestine assignments which parachuted him into Occupied France (twice) to escort downed aircrews to safety. For his work, de Fontaine was awarded the Croix de Guerre with Palm (France and Belgium).

Colonel de Fontaine is a member of AFIO's Roger E. McCarthy Las Vegas Chapter, the OSS Society, and other distinguished organizations.
