INTO THE FOG: How Britain Lost Track of the Coronavirus: A Reuters Special Report by Stephen Grey et al.
To tackle the invisible virus, doctors and health specialists first needed to find it. But with few tests, little contact tracing and a government culture of secrecy, they lost sight of the enemy.
On Friday, Feb. 21, Duncan Selbie, chief executive of Public Health England, was in a cheerful mood. It was near the end of the school half-term holiday. He wrote on an official blog that there had been no new positive cases of the new coronavirus that week in the United Kingdom. It was a "testament," he said, "to the robust infection control measures" and the "diagnostic and testing work" at laboratories nationwide. Selbie, who joked when he took his then £185,000-a-year job in 2013 that his public health credentials could be fitted "on a postage stamp," headed a government agency with a mission to prepare for and respond to public health emergencies. He was now facing an epochal one. Public Health England (PHE) is a cornerstone of the UK's state-run health system; Selbie reports directly to the government's health minister, Matt Hancock. The Bush School of Government and Public Service of Texas A&M University invites applications for the full-time position of an Executive Director for its new Washington, D.C. teaching site where courses will be offered toward professional master's degrees in the fields of international affairs, and national security and intelligence. The executive director will lead the standup and subsequent operations of a fully-implemented Texas A&M teaching site, including managing the accreditation and licensing processes. The executive director will be responsible for all business and administrative operations, oversee academic operations and curriculum, and supervise faculty and staff at the site.
The position requires a candidate to have had at least ten years of management experience in the fields of government, higher education or equivalent areas. Candidates with a master's degree, J.D. or Ph. D. are preferred. The successful candidate will have extensive experience in the Washington policy world and demonstrated management skills in a policy and/or academic environment. Additionally, the successful candidate will have a vision of how to develop and grow professional master's degree programs in international affairs and national security geared toward government professionals and those aspiring to be government professionals. On Distant Service: The Life of the First U.S. Foreign Service Officer to Be Assassinated
by Susan M. Stein
(Potomac Books, July 2020)

On 18 July 1924, a mob in Tehran killed U.S. Foreign Service officer Robert Whitney Imbrie. His violent death, the first political murder in the history of the service, outraged the American people. Though Imbrie's loss briefly made him a cause célèbre, subsequent events quickly obscured his extraordinary life and career.

Stein tells his story. Imbrie rejected a legal career to volunteer as an ambulance driver during WWI and joined the State Department when the US entered the war. Assigned to Russia, he witnessed the October Revolution, fled ahead of a Bolshevik arrest order, and continued to track communist activity in Turkey even as the country's war of independence unfolded around him. His fateful assignment to Persia led to his death at age forty-one and set off political repercussions that cloud relations between the US and Iran to this day.

Australia Ramps Up Cyber Spending After State-Backed Attacks. Australia unveiled the "largest-ever" boost in cybersecurity spending Tuesday, days after Prime Minister Scott Morrison spoke out about a wave of state-sponsored attacks suspected to have been carried out by China.

Morrison and government officials said the country would spend an additional Aus$1.35 billion ($928 million) on cybersecurity, around a 10 percent hike, taking the budget for the next decade to Aus$15 billion.

The largest chunk of the new money will help create 500 jobs within the Australian Signals Directorate, the government's communications intelligence agency. [Read more: AFP/30June2020]

Norwegian Found Guilty of Spying for Iran in Denmark.  Danish court on Friday sentenced a Norwegian citizen to seven years in jail after convicting him of spying for an Iranian intelligence service and complicity in a suspected plot to kill an Iranian Arab opposition figure in Denmark.

Mohammad Davoudzadeh Loloei, a 40-year-old Norwegian with Iranian heritage, was arrested in October 2018 after a major police operation in which Denmark temporarily closed its international borders.

For several days in late September that year, Loloei observed and took photos of the home of an Iranian exile in Denmark, as well as the streets and roads surrounding the home, Roskilde District Court said in a statement.

"The court found that the information was collected and passed on to a person working for an Iranian intelligence service, for use by the intelligence service's plans to kill the exile," the court said. [Read more: Reuters/26June2020]

Zimbabwe's Security Forces Sideline Government as Economy Crashes. Zimbabwe's security force leaders sidelined the nation's economic chiefs and forced the government to close the stock exchange and halt most mobile-money transactions, people familiar with the situation said.

The June 26 order that sought to stabilize the nation's currency came after pressure from the Joint Operations Command and was made without notifying the central bank, which regulates the mobile-money industry through which almost all of Zimbabwe's commerce takes place, the people said. They asked not to be identified because the role of the JOC hasn't been disclosed publicly.

The measure is further evidence that senior ruling party and military officials are growing impatient with the administration of President Emmerson Mnangagwa. Inflation has surged to 786%, the currency has crashed and the country is facing shortages of food and fuel.

The JOC includes officials from the military, police and secret service and is the highest body in terms of coordinating state security, though it doesn't usually pronounce on economic matters. It stepped in after deeming that Finance Minister Mthuli Ncube and central bank Governor John Mangudya failed to take action to address the crisis, one of the people said. How this Long Island Man Ended up in a Chinese Prison on Espionage Charges. Driving from their home in New York to Cambridge, Massachusetts, Harrison Li had no idea it would be the last time he saw his father for more than a decade.

It was the summer of 2016, and Li was about to resume his studies at Harvard. After dropping him off, his father returned to Long Island, where he was making final preparations for his own trip to Shanghai.

"We had no inkling anything like this was going to happen," the younger Li said.

Kai Li was born in Shanghai, and he was returning to the city for a ceremony to mark the one-year anniversary of his mother's death. However when his plane landed, he was met not by his family, but state security agents - beginning a years-long ordeal that resulted, in July 2018, in him being sentenced to 10 years in prison for espionage. Let's Have a Look at the Recent U.S. Navy P-8 Poseidon Mission To Watch A Russian Navy Firing Exercise Off Syria. An interesting event took place on Jun. 19, 2020, near Syria.

On that day, Cyprus had a NOTAM (Notice To AirMen) up for Russian Navy missile firing exercise off the coast of Tartus, in Syria.

According to the published schedule, firing would take place on multiple days, including Jun. 19, until 1500Z (GMT).

Around 1200Z, a P-8A launched from NAS Sigonella, Sicily, under radio callsign "PS191" (registration unknown) entered the area from the west. Aircraft was on tactical hex AE6840: [Read more: Cenciotti/TheAviationist/30June2020]

Is The 'Wasp Network' Based On A True Story? Read About The Penélope Cruz-Starrer Film. Wasp Network is indeed based on the true story of a group named 'Cuban Five'. The meteoric rise of Cuban Prime Minister Fidel Castro in 1959, brought many sociopolitical changes in the country. It led to many Cuban citizens fleeing the Caribbean country and seeking refuge in the US-owned island of Miami. As the community of Cuban expatriated grew on the island, many anti-Castro sentiments were fuelled.

Many organisations were formed in Miami at this time, such as Cuban American Coordination of United Revolutionary Organisations (CORU), Alpha 66, and Omega 7 rose up. They were all dedicated to reversing the damage of Castro's rule. But their activities were being monitored by the Cuban government from miles away. The Cuban government was convinced that these groups were planning a terrorist attack on their homeland.

As a result of this suspicion, the Cuban Government recruited five men in Havana. These men were a part of its intelligence team, La Red Avispa, which loosely translates to "Wasp Network" in English. They were tasked with the confidential mission to infiltrate in these organisations and bring intelligence of their activities and plans back to the Cuban government. Section III - COMMENTARY

Interview with Vadym Skibitsky, Representative of Main Intelligence Directorate of Ukrainian Defense Ministry. Despite constant peace talks, the threat of Russia resuming large-scale hostilities against Ukraine has not disappeared. And it has even become more relevant given the intensifying militant rhetoric of Kremlin propaganda. The Russian military machine is embarking on the largest combat training event of the year - the Kavkaz 2020 strategic command and staff exercise. A set of special exercises are planned for July-August, with an active phase scheduled for the end of September. As experience shows, it is the period of enemy training that is the most dangerous, because troops can easily move from training tasks to combat use, as was the case with Kavkaz 2008, which escalated into Russian aggression against Georgia and the occupation of part of its territory.

Ukrinform decided to talk to a representative of the Main Intelligence Directorate of the Ukrainian Defense Ministry, Vadym Skibitsky, about the current level of threat from Russia, as well as about expectations from the NATO Enhanced Opportunities Program and the new law on intelligence of Ukraine.

We decided to start with a recent meeting of the OSCE Forum for Security Co-operation, where Skibitsky reported on the use of private military companies (PMCs) in conflict zones, primarily by Russia. [Read more: Ukrinform/30June2020]

David Frost: Does it Matter if the UK National Security Adviser is Politically Appointed? Installing a political appointee as the prime minister's new national security adviser is a significant departure.

The move is motivated by a desire to make the government machine more responsive but has raised questions about what it means for a security and intelligence community already in transition.

The job of national security adviser (NSA) involves acting as the principal adviser to the prime minister on security and foreign policy and overseeing the relevant machinery of government, including the UK's spies.

Day to day operational responsibility for MI6 and GCHQ lies with the foreign secretary and MI5 with the home secretary but over many years Downing Street has been increasing its reach and the national security adviser oversees the intelligence budget and carries out performance reviews of the heads of the three agencies. How Spies Could Steal Our Data From an 8,000-Mile Undersea Cable. Critics in the U.S. government say a new 8,000-mile cable beneath the Pacific Ocean is bait for foreign spies. But advocates counter that these fears are overblown, and the first direct fiber link from the U.S. to Hong Kong is worth it.

The Department of Justice's statement lays out the specifics of its objections. The planned cabling connects the U.S. to Hong Kong, Taiwan, and the Philippines. Much of the cabling will be owned by Google and Facebook, but one partner, the Hong Kong-based Pacific Light Data Co. Ltd., is among the largest telecoms in China.

The DoJ approves of everything but the length of cable that will connect to and terminate in Hong Kong, which China contentiously controls. Officials have said they worry that China's unsubtle espionage will descend on the cable as a point that can be exploited. [Read more: Delbert/PopularMechanics/25June2020]

From Missiles To Microchips: Nation-States, Non-State Actors, and the Evolution of Intelligence. Efforts by the United States Intelligence Community (IC) to apply Cold War strategies to new age threats and non-state actors have largely failed, leading to adaptations and evolutions within the IC to understand and address new threats in new ways. The Soviet Union and the Islamic State terror organization pose very different problems for intelligence professionals to solve. As the world moves further into the information age, the IC as a whole is evolving to meet new threats with analytical, technical, and ideological developments designed to foster the flow of information, rather than compartmentalize it into Cold War-era boxes and stovepipes.

This article outlines the differences between nation-states and non-state actors, including their structures, threats posed by them, and IC adaptations necessary for global social progress. The first step in this process is to define and differentiate nation-states and non-state actors, followed by an outline of IC approaches to each type of threat, intelligence paradigm developments, and potential enhancements to future U.S. intelligence operations. How Terrorists Use Cryptocurrency in Southeast Asia. In May 2020, the Philippine Institute for Peace, Violence and Terrorism Research (PIPVTR) reported that Islamic State (IS)-linked terror groups had conducted their first transactions in cryptocurrencies. According to the report, a terrorist-linked money laundering operation involving cryptocurrencies generated funds, which were then allegedly used to finance the activities of terror networks operating in the conflict-ridden Mindanao region in the southern Philippines.

While the adoption of cryptocurrency is not unprecedented among IS supporters, this case signals a reinvigorated push to diversify funding tactics for terrorism in Southeast Asia. As such, this article explores the propensity for Southeast Asian militants to adopt cryptocurrency for fund raising, fund moving, and fund using for terrorist purposes. Graham Grande, senior NSA Executive
Graham Andrew Grande (aka Ray, Opa, Papa-Ray), a senior NSA Technical Executive, died 19 June 2020 at Johns Hopkins Hospital in Baltimore, MD.
Graham was born in Dickinson, ND in a line of Norwegians and Swedes. He mirrored their traits of honesty, integrity, truth, and dependability . He was a graduate of San Dieguito High School in San Diego, CA, and received a BS in Engineering from Fresno State and MS degree from Stanford University.
He joined the Air Force during the Korean War then secured employment at Sylvania in Sunnyvale, CA before leaving the West Coast for a long career with the National Security Agency in Fort Meade, MD. He had tours of duty in Bad Aibling, Germany and then SHAPE-(Supreme Headquarters Allied Powers Europe) in Den Haag-the Netherlands.
He was an golfer, boater and enjoyed chess and poker.
He initially retired in Beaufort, SC, the birthplace of his beloved wife Fran (who pre-deceased him), and moved north to Maryland seven years ago to be closer to family.
He was a resident of Charlestown Community in Catonsville, MD.
He is survived by three daughters and other family.

Two Positions at James Madison University for Assistant or Associate Professor - Intelligence Analysis

James Madison University (JMU) located in Harrisonburg, VA, seeks applicants for two faculty positions in its Bachelor's Degree Program in Intelligence Analysis (IA). The appointments will be at the Assistant or Associate Professor level and will reside within the larger School of Integrated Sciences. The IA program offers a multidisciplinary undergraduate degree with an emphasis on methodology and technology to prepare students to become analysts, with a specialization in intelligence analysis. Its graduates have been successful in securing positions as analysts in both the public and private sectors, to include the Intelligence Community, military and law enforcement organizations, defense contractors, and major consulting firms. The program emphasizes methodology and synthesizes critical and creative thinking methods with technological tools for data collection, visualization, and analysis with situational knowledge of a problem's political, economic, social, and technological context with strong communicative and professional skills to support decision-making.
Ideal candidates will be comfortable in an interdisciplinary, diverse setting and possess the potential for becoming an excellent teacher to future analysts in one or more intelligence domains including national security, military, homeland security, law enforcement, private sector security, cyber security, and geospatial. They optimally have a background in either mixed-methods, qualitative, or quantitative research and analysis methods. We especially encourage applications from candidates that can leverage the use of systems thinking, employ data science in analysis, support the development of writing skills, or teach ethics specifically for future analysts. The typical teaching load in the school is 3 courses per semester.
We welcome applicants from all academic disciplines—to include the humanities, social sciences, and sciences—that provide a knowledge foundation for doing analysis. Prospective candidates should review our curriculum online to identify areas that match their expertise and to locate potential areas that they could help the program to develop. The program values teaching excellence as well as one-on-one professional mentoring and seeks candidates who can demonstrate potential for both. In addition, the position requires the potential for an active program of scholarly activity. The position requires either a Ph.D. in a relevant academic field by the date of hire (for a tenure-track appointment) OR Master's Degree with substantial experience in the field (for appointment on a Renewable Term Contract).
