James Cerulli - Former NSA Executive

James William Cerulli, Jr., a resident of Severn, MD, passed away on Wednesday, July 23, 2025, at the age of 83. Born in Plainfield, NJ, Jim was the son of the late James William Cerulli, Sr. and Jean J. (née Ginder) Cerulli. His life was marked by dedication to both family and community, leaving a lasting impact on those around him. 

Jim's early years in New Jersey were rich with experiences that laid the groundwork for a purposeful life. As a child, he excelled academically and was deeply involved in his community, participating in choir, playing the trumpet, and serving as an altar boy. His commitment to scouting saw him rise through the ranks to become an Eagle Scout and Sea Scout, showcasing his leadership and dedication.

His academic journey took him to the New Jersey Institute of Technology in Newark, where he pursued a degree in electrical engineering. During his college years, Jim was actively involved in R.O.T.C., becoming the editor of the yearbook and the R.O.T.C. Band Commander, while also nurturing his love for music with his 12-string Martin Guitar. His summers were spent working in restaurants, where he discovered a passion for cooking, leading him to take restaurant management courses at Rutgers.

Upon graduation, Jim joined the Air Force, where he served with dedication. It was during this time that he married Diana, and together they lived in San Antonio, TX, and Great Falls, MT. In Montana, Jim played a critical role in the Strategic Air Command, manning the Minuteman Missile Silos. Following four years of service, he transitioned to a significant position with the NSA in Ft. Meade, MD, where he continued to make impactful contributions. 

Jim's journey with the NSA is truly a testament to dedication and excellence. Starting his career as a government employee in October 1964, Jim dedicated over sixty years to his country's service. Even after his official retirement in 2001, he continued to contribute as a contractor to the present day. During his 36-year tenure at the NSA, Jim's talent and leadership were evident, leading to his appointment to the Senior Executive Service, a significant achievement reflecting his expertise and dedication.

From 1985 to 1997, Jim played a crucial role in overseeing a high-profile, quick-reaction unit within the Department of Defense. He managed 600 operations worldwide at the height of global military operations, leaving an indelible impact on national defense efforts. His colleagues remember him not just for his technical expertise but also for his integrity, humility, and unwavering sense of duty. Jim’s legacy is profound, living on through both his professional accomplishments and the countless individuals he mentored, supported, and inspired throughout his distinguished career.  Jim was a long-time member of the Phoenix Society
