Surrounded by love and family, C.V. Noyes, 97, passed away on July 11, 2026, at home in Adamstown, Maryland. Born November 23, 1928, in Rockville, Connecticut, he was the son of Elizabeth Cadwallader (Allen) Noyes and Richard Varnum Noyes. He spent much of his childhood in Clearwater, Florida, in the care of his mother and grandparents, Anna and Charles H. Allen, graduating from North Ward Elementary School and attending Clearwater Junior High and High Schools.
When the family moved back to New London, Connecticut, he was enrolled at Admiral Billard Preparatory School, where he was Band Commander until his graduation. C.V. enlisted in the US Navy in 1946, serving as 2nd Class Petty Officer aboard the newly commissioned carrier USS Boxer (CV-21). Following an honorable discharge, C.V. entered Cornell University, where he was a member of Theta Delta Chi, and earned a BSEE in 1953 and an MBA in 1955.
C.V. married Elizabeth Sachs in 1951. After graduation from Cornell, he moved his family to Hamden, Connecticut, where he was employed in management and sales for the Safety Car Heating & Lighting Company and then for Eastern Industries.
In 1963, the family moved to Rockville, Maryland, when C.V. began a new career with the Central Intelligence Agency, serving first in the Office of Research and Development's Audio Physics Division, and then on the Intelligence Community Staff and as an inspector on the Inspector General staff. In 1979, while stationed in East Berlin, he was named an Honorary Marine by the Marine Embassy Guard contingent. Along with several other CIA commendations, he was awarded the Career Intelligence Medal before his retirement in 1988.
He and Betsy relocated to Harpswell, Maine, in 1995, where he enjoyed an active retirement, including serving as an ambulance driver and on the Board of Directors of Harpswell Neck Fire & Rescue, including a term as President of the Board. After 20 years' service to the fire company, he was named a permanent lifetime member of the board. In 2015, C.V. moved to Buckingham's Choice in Adamstown, where he developed strong community ties.
C.V. was predecesased by his wife of 64 years, Betsy. He is survived by his children, Nancy Noyes of Annapolis, MD; David Noyes (Julie) of Richmond, VA; Elizabeth Noyes of Corrales, NM; Pamela Blumberg (Ivan) of Round Hill, VA; four grandchildren and six great-grandchildren; and his companion Betty Anne Cox of Adamstown. A memorial reception will be held Saturday, August 15, 2 – 4 p.m., at Buckingham's Choice, 3200 Baker Circle, Adamstown, Maryland.
